Stanley is a Chartered Quantity Surveyor, a Chartered Construction Manager, an Accredited NEC4 Project Manager and a Solicitor admitted in the High Court of Hong Kong SAR. Over 40 years serving the construction industry, Stanley has worked for reputable developers, consultants and contractors on building, heavy civil engineering, railway and other infrastructure projects in Hong Kong, Macau, Mainland China, Middle East and Australia. Stanley specializes in construction law, contract administration, project management, tendering strategies, Public–Private Partnerships and resolution of construction disputes through mediation, adjudication, arbitration and litigation. Stanley also advises on the use of NEC contracts.

  • updating various sets of conditions of contract for a sports institute which is mandated to provide training to athletes, and also offers academic qualifications in the field of sports training
  • drafting and updating a full range of construction contracts for a statutory body which provides a communication channel for Government to solicit advice on construction-related matters
  • drafting and amending minor work contract conditions, consultancy agreements, maintenance term contract conditions for a statutory body managing all the government hospitals and institutes in Hong Kong
  • drafting and updating conditions of contract for the renovation works and for new branches for a major bank in Hong Kong
  • advising a publicly listed construction group in a property development project in Manila which involves project finance, acquisition of land and preparation of the Engineering, Procurement and Construction (“EPC”) Contract

  • advising a data centre services provider in the United Kingdom on the development and construction of data centres in Hong Kong

  • advising a Mainland Provincial Belt and Road railway consortium in the development of a light rail transit project on Public Private Partnership (PPP) in Metropolitan Manila, the Philippines, including urban development on transit-oriented development (TOD) model
